Send button is missing

I've published a form to the Organizational Forms Library, but when I choose
that form to complete and subsequently want to send it, there is no Send
button. I have to click File/Send instead. How can I get the Send button to
appear, as if it were an original email?

Added note: I'm 50/50 with user testing. Some users see the Send button upon
first opening the form; others don't and have to use the file menu, or use
the more buttons pull-down box. When they open it again, the Send button is
there. I need to ensure the Send button is available upon first use of the
form.
