Send button places message in draft folder

My boss has a problem where if he send a message to anyone not in his send
history the message goes into the draft folder. He create the message and
addresses the mail, if any address is not in his history the send button
places the message in draft.

The other part of this that is strange is that it is happening on his home
and office pcs.

Can anyone advise me which direction to go?
