send email problem outlook express

When I send email in Outlook Express everything seems to work as normal i.e.
the message goes to the 'Outbox' & transfers to the Sent Items Folder when it
is sent. However the the person to whom I am sending it does not receive it.
Incoming Mail is set to a POP3 Server - Mail1.Eircom.net and outgoing mail
(SMTP) Mail1.eircom.net. Server Port No's Outgoing Mail (SMTP) 25 & Incoming
Mail (Pop3) 110.

Is this to everyone you send to or just that person?
Do you receive it when you send a message to yourself?

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.

Yes it is to everybody to whom I send Email.
No I don't receive it when I send it to myself.
Apologies being in the wrong forum. I am a new user.
Thank you for the link to the Outlook Express Forum. I have tried to post my
question on that forum. No success yet.....got a message 'a pop up window was
blocked'.....must be something to do with anti virus software on my computer.
