Send Form as Attachment

Hi. Real simple, but I can not get it to work.

In InfoPath 2003 SP1, I need to customize the File menu by adding the "Send
Form as Attachement" option.

I right click on the menu bar, select the "Customize..." option and in the
"Commands" tab, I scroll down in the right hand box to find "Send Form as
Attachment". I click and drag the "Send Form as Attachment" to the File
menu. As I am dragging this, the icon changes from having an "X" to "+" when
I can drop it in appropriate places. When I release the mouse button to drop
the icon in a menu choice, nothing happens.

I have added menu choices in many other MS Office applications in a similar
fashion.

Any advice?
