Send Immediately when connected - error

When I have the 'Send immediately when connected' option
checked in the Mail Setup tab, Outlook tries to send mail
immediately even when I am NOT connected and produces a
send/receive error. I don't believe that this has always
been the case, but am not able to pin down when the
behavior started.
