Send problems with Outlook 2002

I just upgraded from Office 2000 to XP with FrontPage.
Everything went well, but now I can't send emails. I saw
a note about this being a known issue and a patch is
available in SP1 or SP2. I've tried to install both, but
it always ends with "Installation Failed" - nothing else.
When I go to Help in any of the programs (Excel, Outlook,
Word, etc.) it appears to show that I'm already running
SP2. My confusion is because I'm using Windows Update and
it also points me to SP1. I've tried installing outside
of Windows Update, but have the same results. Anyone have
a suggestion?
