Send/Receive and Send buttons missing in Outlook 2003

I already set up my comcast.net e-mail account in Outlook 2003 and when
I clicked on Test Account Settings everything completed successfully.
But I do not have the Send/Receive command on my toolbar or a send
button in new e-mails. I have also verified that the Standard Toolbar
is turned on and I Reset it back to the default settings, but I still
got nothing. Can anyone help??
