Send/Receive button disappearing in Outlook '03

I am Director of Computer Services for a small community college in rural NE
Texas. We have recently been converting all of our users from a variety of
mail clients to some flavor of Outlook (2K, '02 or '03) with their accounts
set up as Exchange accounts.

I have one user whose Send/Receive button disappears after Outlook starts
whenever she clicks on anything. I have searched a number of discussion
boards and websites and done everything that has been suggested to no avail.
Also, there is no Send button when she tries to start a new email or reply to
something she has received. This user has WinXPsp2 and Office Pro '03. She
was previously using Incredimail as her client. I went into the registry and
tried to remove all traces of Incredimail. Some of the things I have done
include:

* going to Customize Toolbars, but Send/Receive does not appear on any menu
* many boards mention that you must have an account set up. I have an
account set up and she can receive email, just not send anything.
* I have run Office Repair.
* I have uninstalled and reinstalled Outlook.

Any suggestions short of formatting and reloading her PC.
