send/receive buttons in Outlook

As I reinstalled Outlook 2000 in connection with a change
to W XP, the send/receive buttons do not appear in the
Outlook setting, nor is there a send button in the actual
e-mail. It is the first Outlook 2000 version (and it used
to work with W Me). After installation I downloaded
upgrading SR-1 which apparently worked but later on I got
an message "Error 1328. Error applying patch to file
C:\Config.Msi\PT918.tmp. Is anybody aware of this or have
any idea on how to proceed
