Send/Receive downloads mail but then gives error.

The Send/Receive downloads the email, but when done gives an error saying it
could not, and that it may be due to some antivirus or firewall software
running, of which there is none as I shut them down.
I have tried reinstalling office, recreating the POP3 account in outlook,
but it still says there is something blocking it, eventhough I have all other
software shut down.
Without doing a wipe and reinstall of windows (XP Pro), is there anyhting
else I can try?
This is in an office situation and everyone elses PC's with XP Pro and the
same software as mine work fine. I have used 2 antivirus and 3 antiSpyware
programs to make sure my laptop is clean, so I think it's a configuration
thing.
