Send/Receive Issue

We have Outlook configured to send/receive every 5 minutes through our POP3 server. But the automatic feature doesn't work. We have to press F9 in order to send and receive mail.

I've removed and reinstalled Office two times but the problem remains.

Any ideas how to resolve the issue?
