Send/Receive permissions error

Hi

I have added a new user on my XP Pro computer. The 1st thing I did was
configure his Outlook 2002 with defaults and my ISPs SMTP server details
(using test account is successful). But as soon as I leave the wizard and
try
to "Send/Receive", I get the error "You do not have appropriate permissions
to perform this operation".

I have removed the user and added another user, this time with
"administrator" privileges but got the same error! I even uninstalled
Outlook
2002 and added Outlook 2003 but still get the same error!

My own user account (administrator) is not having any problems with Outlook.

Does anyone have any idea which permissions might be missing?
