send receive problem

I am using Outlook 2003 on an Win XP system. The Send/receive button on
Outlook does not bring up the dialing screen or trigger a send or receive if
already logged in on my ISP.

You haven't provided enough information for us to answer. Please tell us:
1. Mail account type.
2. Connection type for each mail account
3. The behavior you expected. For example, why would you expect Outlook to
present a dialing screen when you are already connected to your ISP?
