Send/Receive Problem

I have Windows XP and Office XP (2002) installed. I recently did a Windows Update with SP3. Since then I have not been able to send/receive email. Accounts are showing, but I do not have a Send/Receive in Tools drop down. Nothing happens when I do click on Send/Receive in toolbar. I have done restore to several earlier dates with no success. Has anyone else had this problem after downloading SP2?
