Send/Receive should NOT be automatic anymore. But it is...

I send emails through a third party program using Outlook 2003. I want to
view and possibly edit the emails before I send them, so I set the
Send/Receive so that it does not automatically send emails. As a result,
when I generate an email or forward or reply to an email directly in Outlook,
it will not send unless I hit "Send/Receive".

Unfortunately, when I send the automatically created emails through the
third party program, they still get sent automatically through Outlook, and I
cannot edit or view them first. I know for a fact that it is possible to get
these to stop at the Outbox instead of sending automatically, because that's
exactly what used to occur on another person's setup (same program, same
situation). But I cannot access that person's setup anymore to see what was
done.

My "Send immediately when connected" option in the Options menu is
unchecked, and I have done everything I could think of to manipulate that
whole section with no result. Is there another setting somewhere that might
be the solution? Maybe a third-party program setting somewhere?

I know I can kludge the system so that it works offline until I want to send
the email, but this would be a very annoying way to solve the problem because
my setup does not give me access to the "Work Offline" button (I have to
close and reopen Outlook in order to work offline).

The third party program's helpdesk told me that it was an Outlook problem,
and that my setup with their program was fine.

Does anybody have any ideas?
