Send/Receive status

Outlook 2003 client configured to an Exchange Server (Cached Mode). Users
mail is delivered to the mailbox. Although the user has a local PST file of
8MB.

When the user hits Send/Receive the status incriments to 97% and will not
advance, nor does it time out.

What can cause this?

Sorry - Need to add additional info:

When this occurs there are no messages in the queue to be downloaded
(verified using OWA).

Messages still arrive/send out as expected.
