Send/Receive tricksy progress report?

It appears I have a huge download trying to come in. While ccapp.exe is
clogging up the cpu (99%!), Outlook's Send/Receive Progress report window
shows the progress of Sending with a very slowly filling bar graph, with no
line of information about Receiving at all, ie. there is only one task in
progress at the moment.
Meanwhile, underneath the Tasks tab's window, it says I'm "Receiving 1 of 11".
Any good reason why the Progress Report is conflicted?
BTW: This happens whether I'm using Outlook 2003 or Outlook 2002.
