Can I split up the send/receive functions?
I'd like to have my messages receive every few minutes, but not send unless
I do it manually.
Is this possible?

Yes. Open your Send/Receive Group (press Alt-Ctrl-S, select the group,
click Edit), select your account in the left hand pane, and uncheck the box
labeled "Send mail items". Click OK, then Close. Click Tools>Options>Mail
Setup and uncheck "Send immediately when connected". Click OK. If you have
a polling interval defined, you will continue to receive messages
automatically but they won't send until you click Tools>Send/Receive>Send
All

Forgive me for not knowing,m but what is a polling interval? And how do I
define it?

When you press Alt-Ctrl-S while viewing an Outlook mail folder, the
Send/Receive Group dialogue will appear and there will be a check box there
labeled "Schedule an automatic send/receive every". That's the polling
interval.
