Send/Recieve Intermittent Error

Ok here is the deal:

I'm having excel send some emails through VB and they will not go
through.

When I open outlook and push send/recieve, I get the following error:

Task 'MSN Mailbox - (e-mail address removed) - Sending' reported error
(0x80040115) : 'The operation could not be completed because you are
working offline or because of an error on the network. Try to connect
to the network again, and then repeat the operation.'

THEN: if I go into Options...Mail Setup...Send Recieve and push the
change button and then OK, everything works and when I push
send/recieve the email goes through.

ANY HELP AT ALL WOULD BE APPRECIATED!!!!
