Send/Recieve not behaving itself

This is an update of a problem I still cannot sort out.

I have Outlook 2000 running on my computer connected to
the LAN with windows exchange as the server. My outlook
folders look like:

Mailbox - RR
Outlook Today - [Personal Folder]
Public Folders

Clicking on the mailbox and public folders gives the
message 'the information store could not be opened'. When
I click the 'send/receive' button, it takes ages (30
seconds+) but it eventually delivers incoming emails to
me, but it still cannot send my emails which sit in the
outbox.

My outlook worked fine 2 days ago, after deleting some
spyware I have had this problem, I have reinstalled
outlook and all the service packs, I am hitting my head
against a wall right now, if someone could help I'd be
very grateful. Is it the files in the outlook folder? I
doubt its a setting in outlook as I have already checked
most of those, if it is a missing .dll file, where do I
get that from?
