send same message again and again

I use Outlook 2003.
My junk e-mail filter gets rid of nearly all incoming junk e-mails.
However I would like to send a message to the senders, mainly
in China and Hong Kong. Preferably by getting Outlook to send the
same message again and again every minute, to the adminsitrative
contact e-mail of the domain in question.
Is there any way of setting Outlook to do this ?

don't bother, the return address on this junk is made up, a reply to it
doesn't go anywhere, the domain is also made up, there is no administrator.
The only "real" info you can get from junk email is the IP address of the
server that sent it, and there's not much you can do with that either.

What would be the point? In the vast majority of cases, the sender address
is fake. Your message would simply bounce back to you.

Even if you could do that, you'd likely be banned from your own ISP.
