Send stops sending until close Outlook 2003 & reopen

My send function seems to be working fine and then its like it gets tired. I
continue to receive email, but I will look in the tree at the Outbox and
discover messages sent are still in it. I get a "timed out" error msg. The
only way I can then send is to close Outlook and reopen. Upon reopening the
messages are immediately sent. Then it will work fine for a hour or so
(shorter time towards end of work day) and I find its done it again.

What type of mail accounts?
Is your polling interval (auto send receive) set for less than 10 mins?
Do you have any intergrated AV with Outlook?
If so uninstall the AV, reboot, retest
