Send To HTML Mail Fails Sometimes

I have several reports generated off queries. When I use the Send To feature
with the HTML format, some reports correctly embed the report into the
e-mail, some reports embed as .xls attachments. Believe me, I have changed
every format option, etc. that I can think of. Any ideas why some work
correctly and some don't?
