"Send to" "Mail Recipient" - email in plain text not HTML

I am wanting to right-click a file in My Documents and choose: "Send to" then
"Mail Recipient" in which Outlook creates a new mail message in Plain Text.
Any place in Outlook 2007 preferences to make it default to HTML?
Tools>Options>Preferences>Mail Format>Message Format: HTML is only for
Composing new messages.
