Send to mail recipients not working

We are in the process of testing a downgrade from Exchange 2K to
Exchange 5.5 (don't ask, its a sordid tale involving corporate
buyouts, etc.), and one of the things that is puzzling us is the use
of the right-click menu and send to mail recipient. On some files it
works just fine, on others it returns an error: "The messaging
interface has returned an error. If the problem persists, restart
Outlook" I don't think it is a rights issue since it works with files
in the same directory as files that it doesn't.

Any ideas?
