Send to OneNote from IE7

I am getting an error "OneNote Add-Ins have been disabled. Please contact
your system administrator to enable them" when I try to send anything to
OneNote from IE7. I am running Vista for business, Office 2007, on a Gateway
Tablet PC. I am logged in as an administrator, have checked the start up IE
icon to be sure it is running as an administrator, have tried to
disable/re-boot/enable the OneNote add in with no luck. Can any one help me?
