Sending a Delayed Delivery Msg

When using Outlook 2003 with an Exchange Server and set up a message for
delayed delivery, does the user need to be logged into their Outlook profile
in order for it to be sent? We have an assistant on vacation who set up a
delayed message which was not sent.
