sending a link

Whenever I'm in IE and send a link to a website, the message does not get
send right away, but placed in the Outbox until the next time I open Outlook.
I used to use Outlook Express, and links were send immediately, whether the
mail program was open or not.
Is there a certain setting I need to change?

Nope. That's the way Outlook works. It must be running to send the mail.
