Sending attachments in email

I am having a problem in that whenever I try to send an
attachment (picture) using Outlook 2002 they email will
get about halfway sent but will never completely send. I
have contacted my ISP & they cannot locate the problem on
their end. I am running Norton ANtivirus 2002 & have
turned off the outgoing email scanner.
Anyone have any ideas????
