sending attachments problem in outlook

OS = Windows XP pro, Office XP

Computer = P4 prescot 2.8Gb, 1Gb PC400 RAM, Intel chipset
MB, Adaptec 29160 SCSI

Broadband = NTL 650Kb, connected via LAN and LYNKSYS
cable/DSL router

Problem = when sending email in outlook with attachments
larger than 600Kb, the system alternately displays the
following errors until the operation is cancelled, the
recipient frequently reports receiving the item several
times?

Error 1 "Unknown Error (0x800CCC0B)
Error 2 "(0x8004210B) The operation timed out waiting for
a response from the sending (SMTP) server"

Microsoft Office on line help states this error is fixed
in SP3, I have installed SP3 with no success?
