Sending Email Error Message

I recently purchase a new computer with Outlook 2003 and Outlook Express 6. I can receive email, but when I try to send I get error message 0x800xxx0f. I have called Pac Bell, my ISP, but they do not support either Outlook 2003 or Outlook Express ( all configurations are correct). I called HP, the maker of the computer, all they could finaly recommend was to uninstal and reinstall OFFICE SBE. Any suggestions?
