sending email without disclosing email addresses

Can you tell me how you send an email to several people and in the TO line it
says Undisclosed Recipients.

I know you have to put the address in Bcc, however I want the to line to say
Undisclosed Recipients

Outlook doesn't do that. If you somehow think it's important, create a
Contact with that display name and put it it the To: field.
