sending emails on behalf of someone else

Someone's asked me if they can have delegate permission on someone else's
mailbox and be able to send messages as if they ARE that person (not just "on
behalf of"). My understanding is that this is impossible - for
understandable reasons - but any thoughts gratefully received...

It's not impossible at all. In an Exchange environment, the administrator
just needs to grant Send As permission.
