Sending Errors-messages stuck in outbox

Never had any issues before. Using Microsoft Outlook 2007 & have hotmail
email address (this is at work). This morning was fine. As I went to close
computer at 4 pm, it said 11 unsent emails in outbox, send or exit. I hit
send. All the sudden, the little send/receive box locked up. I tried again
and again. I turned off and rebooted computer only to have same issues.
Every email from noon on is stuck in my outbox.

At the bottom of outlook, I clicked on send/receive error box & it said
'restrictions to account', I tried to send/receive again, clicked on error
box & it said some odd message about no access.

Is there an issue with Outlook with all this internet stuff going on? I
also got several odd emails today that said they were from me (at work) &
also several odd messages showed up in sent box that were not made by me &
looked like spam. I have security on my office computer. This is odd today.

You are using the outlook connector with hotmail? This error was in the
send/receive progress dialog? if you log into the account at hotmail.com, do
you get any messages?
