Sending GAL to POP3 users

How can I send the GAL to my POP3 users using Outlook
Express or Outlook (POP3). I have a mixed environment of
users (ie. exchange, pop3 (IE and outlook), and Eudora.)

My big problem is to make sure I can update my 500+
remote users with current GAL.
