Sending HTML Code Trough Outlook - ARUGH!

I am trying to send an e-mail newsletter through
outlook. Everytime I try to send the HTML code through
outlook, all I get is code.

I have turned my preferences to plain text. I have
formatted the message as plain text.

Anyone know what I am doing incorrectly.
