My WM6 T-Mobile Shadow came with OneNote Mobile pre-installed. I purchased
OneNote 2007 for my PC but can't get the 2 to synch. I created the notebook
called 'Mobile Device', but every time I try to sync (Vista Ultimate
64/WMDC) I get a sync error that 'OneNote Requires Attention', with no
additional detail.

I found this worked for me.

I found the solution. (installing Microsoft Mobile 6 does not solve
the problem -- forget about it!) OneNote does not automatically create
the sync file on the desktop PC, as the installation notes would
suggest. On the desktop, one needs to open OneNote and manually create
a new notebook, and name it "OneNote Mobile" (EXACTLY like that.)
Accept all the default options offered, such as the directory in which
the new notebook will be saved, etc. (It is always possible to move
the notebook later to a more desirable directory.) Then perform a
sync. Suddenly the dreaded "needs attention" message disappers, and
your OneNote Mobile messages appear in that notebook on the desktop
PC. There may be a few little glithches initially, but basically the
desktop and mobile systems now 'talk' to each other. To move the newly
created OneNote Mobile notebook to a different directory later, right-
click on its tab and select Properties. The rest is a piece of cake.
