Sending large attachments

When I try to send an attachment 3MB, it appears that it is sending. I then
get an error message, but it continues to appear to be trying to send. The
message is still in my outbox. BUT, the recipient is actually receiving the
email with the attachment, usually multiple times. What can I do to resolve
this
