Sending messages on Outlook

I have been able to send messages via Outlook from outside Outlook, but, now
I can't. I have a new laptop with Vista. Is there some setting I need to
change to allow me to send messages without having to go to Outlook and my
outbox, open it, and then send the message? Thanks.
