When I used to send a message in Outlook 2000, I used to be able to choose
New Message->Type in the information, and Choose Send which is just below the
To, CC and BCC field.

Now when I need to send I have to chose Send, and than Send/Recieve.

I want my options for sending returned to first option (successfuly sent
without Send/Recieve).

Currenty, if I leave it hanging without Send/Recieve it stays in my Outbox
until I choose Send/Receive. What can I do change the options?

Make sure your Outlook isn't set in offline mode; File-> Work Offline

Verify this option:

Tools> Options> Mail Delivery> Send Messages Immediately
