sending msg bar pops up but there are no msgs in outbox to send

I can't send any messages (pop3, outlook 2003). Yet when I hit the
send/receive (I can receive) the bottom right box says sending 1 of 3 or 1 of
4, etc. Yet there are 0 msgs in my outbox. Since I upgraded to 2003 I cannot
send. msg says Sending reported error the connection to the server was
interrupted. I have contacted ISP (direcway) & my pop3 in/out going (my
company's IT dept.), also have increased the timeout to 4 + minutes. Any
techie out there that can get this corrected. My work depends on it. thanks
in advance.
