sending problems with Outlook 2003

Client has Outlook 2003 (11.8217.8221) SP3 installed on a laptop. Laptop
has 2Gb RAM, about 40% free on hard drive, and the processor speed is around
2.0 GHz. It is connected to the Internet via wireless to the wireless
router. Signal strength at the laptop is "low." However, they can still
browse the Internet.

Internet is "regular" DSL.

Receiving email is generally not a problem, but sending generally is.

Even small emails (10-50K) often have problems sending. They just stay
stuck in the Outbox. Larger emails (with attachments of 2-6MB or more)
almost never go. Sometimes they eventually do get sent. I'm not sure why.

Send/receive was set to every 3 minutes, I changed that to every 5 minutes.
Made no difference, and they prefer a check time of 1 minute, since things
have to move fast in the business (PR).

When I check the "test settings" button for the account (there is only one),
all is OK.

Due to the nature of work, a lot of stuff is saved in various Outlook
folders. Norton 360 is installed but currently "deactivated" due to expired
subscription.

The .pst file is about 5Gb. Which is another interesting thing. I drill
down to the "compact file" button, and the compacting msb is so brief I
don't see how it could have really done anything. Am I missing something
here?

What can be done to get the emails flowing again?

Uninstall norton. When you install something else, do not enable email
scanning.

While Norton may be installed, it is deactivated and not running.

Doesn't matter. If its installed it can affect Outlook's ability to send
email.

I am having the same problem (emails are receiving fine but outgoing emails
sit in outbox). This is a new problem that just occured after doing a
Microsoft update for Outlook 2003. I have uninstalled Norton AV and still
have the problem.
