Sending/Receiving Email

Just bought Laptop OS-Vista, I set up my @live.com account in Outlook2007. At
home in my wireless network, I can send/receive emails. When I open Outlook
at my school or any other place, Outlook will not retrieve or send any
emails. I have to use the webmail. I go home and then it retrieves everything
that has been sent. Why is that?
