Sending' reported error (0x80070057)-can receive, not send

Outlook 2003 (11.5608.5608) spontaneously started to give this message:
Task 'mail.catholiccentral.net - Sending' reported error (0x80070057) :
'Could not complete the operation. One or more parameter values are not
valid.'
I can receive email but cannot send any.
