I have tried various port and i can't seem to get the mail sent. The message
is

Task 'pop.us.army.mil - Sending' reported error (0x800CCC7D) : 'Your
outgoing (SMTP) server does not support SSL-secured connections. If
SSL-secured connections have worked in the past, contact your server
administrator or Internet service provider (ISP).
'please help!!!

Have you tried turning off SSL? You probably did but I figured I should ask.
Also, has this connection worked in the past?

I am experiencing the same problem. Details:
*) SSL-secured connections to this server have been working, including a
half-hour earlier at home.
*) Running Outlook 2003 SP2.
*) POP3 to the same server is working.
*) Going to Internet Options and "Clear SSL state" works sometimes.
*) Most often seen after changing DHCP servers (from home LAN to office
LAN).
*) Salespeople experiencing this problem are loath to exit and restart
Outook.
*) Running tcpdump or ethereal on another computer attached to a hub show
no packets being sent to the SMTP server.

Example of failure:
12:46:36 SMTP (mail.example.com): Port: 25, Secure: SSL, SPA: no
12:46:36 SMTP (mail.example.com): Finding host
12:46:36 SMTP (mail.example.com): Disconnected from host
12:46:36 SMTP (mail.example.com): End execution
12:46:36 mail-example-SMTP: ReportStatus: RSF_COMPLETED, hr = 0x800ccc7d

Example of success:
12:56:43 Microsoft Exchange Server: UploadItems: 0 messages to send
12:56:44 mail.example.POP3: UploadItems: 2 messages to send
12:56:44 SMTP (mail.example.com): Begin execution
12:56:44 SMTP (mail.example.com): Port: 25, Secure: TLS, SPA: no
12:56:44 SMTP (mail.example.com): Finding host
12:56:44 SMTP (mail.example.com): Connected to host
12:56:44 SMTP (mail.example.com): <rx> 220 example.com ESMTP Sendmail

It appears to me that one of the issues which are fixed by Outlook 2003 SP2
(http://support.microsoft.com/kb/906451/) was only partially fixed.

Is there a better workaround? Do I need to change the work LAN DNS to
always return the external IP address of the SMTP server (instead of
returning 10.0.0.3)?
