sending to multiple distribution lists

When I open a new message and choose 3 distribution lists
from my contacts folder, the message gets sent to only one
of the distribution lists. Note: the member of each
distribution list (1 member per list) contains the same
email address. This is because our Admins want Committee
names to appear in the TO field, and they BC the actual
email addresses of the committee members. Is there a way
to make this happen?
