Sending Visio file 11 x 14, but opens as 8 1/2 x 11

I send a file that I have saved as 11x14, but when recipient opens document
it opens in 8 1/2 x 11 and needs to go change page setup.

Is there an easy fix to this?

smells suspiciously like the page setup is set to match the printer setup
file => page setup => page size => same as printer size
al
