sent mail goes to outbox and does not send until send/receive clicked

I have recently started using Outlook 2003. In Outlook Express, I compose a
message and click 'send' which sends the message. In Outlook, the message is
places in the Outbox and remains there until I remember to also click
send/receive. Is this a feature of Outlook or have I set it up wrongly.
