You run the command that I showed. A path should not be required. If
required, add the full path to the file, as in:
"c:\program files\...\outlook.exe /safe"
where "..." is whatever is the rest of the path to the outlook.exe file.
Include the double-quotes in the command due to the use of space
characters in the path. You could also use the Start->Run menu and
browse to the outlook.exe file but add the /safe command-line parameter
before running the program.
Outlook running in it is safe mode has nothing to do with Windows
running in its safe mode. No reboot is required to run outlook in its
own safe mode. Outlook's safe mode affects how it loads and has nothing
to do with how Windows loads.
Apparently you put Outlook into offline mode. Then you exited Outlook.
You say that you couldn't then reload Outlook. What does "can't bring
it up" mean? How do you normally start Outlook?
