separate for point and comma

I have to import a txt for mdb and that txt the records are separate for
point and comma. the code to look for the records in the txt for point and
comma is ready looking for as I want only has a problem... Has records in
the txt that are with point and comma in the typed text and when the code
will look for the records that I want he understands that the point and
comma of that record is a separation of a field. To differentiate that I
want that when looking for only the records for point and comma looks for
for quotation marks point and comma quotation marks because the records
besides they be separated by point and comma they are also like this
separate for quotation marks instead of using:

Instr(line,";") I want that it looks for the separate fields for
instr(line,"";"") like this of the mistake.
